For decades, the logic of US import logistics was straightforward: route your containers through Los Angeles, Long Beach, or New York, and let established infrastructure do the rest. Those ports grew dominant for good reason — deep berths, extensive rail connections, and proximity to the country's largest consumer markets made them the default choice for importers of virtually every product category.

That logic is now being stress-tested. Persistent congestion, labor negotiations that periodically threaten West Coast operations, and post-pandemic disruptions have collectively exposed the fragility of concentrating cargo flows through a handful of gateway terminals. The cost of that concentration — in demurrage fees, missed delivery windows, and inventory carrying charges — has become impossible to ignore.

What is emerging in response is a more deliberate, geographically distributed approach to port selection. Importers who once treated port routing as a footnote in their logistics contracts are now treating it as a strategic variable. And the results, in many cases, are significant.

The Congestion Premium Nobody Talks About

When analysts calculate the cost of port congestion, they typically focus on dwell times and demurrage fees — the charges carriers and terminals levy when containers sit uncollected beyond a free period. Those figures are real and substantial. But they represent only a fraction of the total cost burden.

The less visible costs accumulate across the supply chain. Retailers who cannot predict when inventory will arrive are forced to carry larger safety stocks, tying up working capital. Manufacturers dependent on imported components either absorb production delays or pay expedited freight premiums to compensate. Importers who have committed to customer delivery windows face penalties or reputational damage when those windows slip.

At Los Angeles and Long Beach — which together handle roughly 40 percent of all US containerized imports — vessel queues during peak periods have historically stretched to dozens of ships waiting at anchor. Even during relatively calm intervals, terminal productivity metrics at these ports lag behind comparable facilities in Asia and Northern Europe. The Port of New York and New Jersey, the East Coast's dominant gateway, faces its own constraints: aging infrastructure, bridge clearance limitations that restrict the largest vessels, and road networks that were not designed for contemporary freight volumes.

The congestion premium, when all indirect costs are factored in, can add anywhere from several hundred to several thousand dollars per container to the effective landed cost of imported goods. For high-volume importers, that arithmetic becomes a compelling argument for change.

What Mid-Tier Ports Actually Offer

The term "secondary port" can be misleading. Savannah, Georgia is now the third-largest container port in the United States by volume, having invested aggressively in berth expansion and inland intermodal connectivity. Houston handles substantial containerized cargo in addition to its dominant position in bulk and breakbulk freight, with direct rail access into the interior of the country. Charleston, South Carolina has modernized its terminal operations and deepened its harbor to accommodate post-Panamax vessels.

These ports share several characteristics that make them attractive alternatives to the traditional gateways. Terminal congestion is structurally lower, in part because total volume is more manageable relative to available capacity. Dwell times — the period between a container's arrival at the terminal and its departure by truck or rail — tend to be shorter. And because competition for shipper business is more intense, terminal operators and local drayage providers often offer more responsive service.

Geographic positioning matters as well. For importers serving the Southeast, Mid-Atlantic, or Gulf Coast markets, routing cargo through Savannah or Houston can eliminate hundreds of miles of inland transportation compared to routing through Los Angeles. That reduction in domestic freight distance translates directly into lower trucking costs and faster delivery to distribution centers.

Which Product Categories Benefit Most

Not every import category benefits equally from port diversification. The calculus depends on a combination of factors: the sensitivity of the product to delivery timing, the density of the cargo relative to its value, and the geographic distribution of the importer's customer base.

Retail consumer goods — apparel, footwear, electronics accessories, and home furnishings — tend to benefit substantially from more predictable transit times, particularly for seasonal merchandise where late arrival can mean markdowns or lost sales. Importers of these categories who have shifted volume to Savannah or Charleston frequently report improvements in on-time delivery rates that translate into measurable reductions in markdown exposure.

Industrial components and manufacturing inputs, where production schedules depend on reliable supply, represent another category where port reliability can outweigh modest differences in freight rates. A manufacturer who pays a slight premium to route through a less congested port but avoids a production line stoppage is almost certainly making the economically rational choice.

Perishable and temperature-controlled cargo presents a more complex picture. Cold chain infrastructure varies significantly across mid-tier ports, and importers should conduct careful due diligence before committing refrigerated volume to facilities that may lack adequate capacity.

Building a Framework for Port Evaluation

Importers considering a shift in port strategy should approach the evaluation systematically rather than reacting to a single bad experience at a gateway port. A structured framework typically involves several distinct analytical steps.

First, map the geographic distribution of your end destinations. If a significant share of your domestic freight terminates east of the Mississippi, the case for East Coast or Gulf Coast routing is likely stronger than your current logistics contracts reflect. Overlay that destination map against port-specific transit times from your primary origin markets.

Second, model the full landed cost comparison — not just ocean freight rates, but inland drayage, rail, demurrage exposure, and inventory carrying costs associated with transit time variability. Ocean freight rates to mid-tier ports are sometimes slightly higher than to major gateways, reflecting lower vessel frequency. But that differential is frequently offset by savings in inland transportation and reduced demurrage risk.

Third, assess your volume thresholds. Some mid-tier ports have limited direct service from certain origin regions, which may require transshipment or acceptance of less frequent sailing schedules. Importers with sufficient volume may be able to negotiate dedicated or priority service arrangements with carriers that serve secondary ports.

Finally, consider the operational complexity of splitting shipments across multiple ports. For importers with a single distribution center, routing cargo through two or more gateways may create coordination challenges that offset the logistics savings. For those with a distributed fulfillment network, split routing can actually simplify operations by delivering cargo closer to its ultimate destination.

The Resilience Argument

Beyond cost and efficiency, there is a risk management dimension to port diversification that has grown more prominent in recent years. Concentration of import volume through a single gateway creates a single point of failure — one that labor disputes, weather events, or infrastructure incidents can activate with little warning.

Importers who had established relationships and routing agreements with mid-tier ports before the West Coast labor disruptions of recent years were better positioned to redirect volume quickly when those disruptions materialized. Building that optionality in advance, rather than scrambling to establish new logistics relationships during a crisis, is increasingly recognized as a core element of supply chain resilience planning.

The companies that are gaining competitive advantage in cross-border commerce today are not simply those with the lowest freight rates. They are those that have built logistics networks capable of adapting to disruption without sacrificing service levels. Port diversification, approached strategically, is one of the more accessible tools available to achieve that adaptability.

For US importers still routing the majority of their volume through congested gateway ports by default, the question is no longer whether mid-tier alternatives deserve serious evaluation. The question is how much longer the status quo can be justified.
